Harassment/Illegal Activities Legal Help Wanted #legalhelp

Hi All A friend of mine needs legal help as he was and being subject to multiple illegal activities at work place, residences, etc.. Approach to police was made when possible. He has changed houses and hotels several times. But the crimes against him still continue. How can we legally approach these? He is residing in a hotel in Victoria at the moment seeking a suitable place to rent. How much assistance can he get in order find something that works best for him? Sorry, transition housing or the typical solutions don't work. This is a whole lot of illegal activities which could result in multiple law suits. Please get back to me on how to approach this.
